I believe this the name of the school, every morning when I drop my kid off at a near by school, this parent in a Black/Grey Dodge Magnum ALWAYS drops the kid off in the middle of the street.
Stops traffic, instead of driving the same way as everyone else. By the video it just looks like he is waiting, but i took the video TOO late.
